Abstract: The basic material is presented which was used in the determination of precession and of galactic rotation from proper motions of stars in the systems GC, FK3, N30, and FK4. From the results, the correction DELTApl = + 1."10 per century to Newcomb's lunisolar precession has been recommended. This value combined with a correction to Newcomb's planetary precession, due to improved values of planetary masses, resulted in the determination of the general precession in longitude, p = 5029."0966 per Julian century at standard epoch 2000. This value is included in the IAU (1976) System of Astronomical Constants. From fundamental proper motions of distant stars the values A = +15.6 +/- 2.8km s-1 kpc-1, B = -10.9 +/- 2.8 km s-1 kpc-1 were derived for Oort's constants; the errors are standard deviations. In addition, the investigations have shown that local irregularities exist in the velocity field of the stars within a few hundred parsecs from the sun. This deserves further attention. The material and a review of the methods and results are presented such that the results can be verified and improvements in the future may be facilitated.
