Abstract: The methods of the derivation of fundamental proper motions are reviewed and comparisons are made between the systems of GC, N30, FK3 and FK4. Distance scales are discussed which can be established from radial velocities and absolute proper motions on the basis of various fundamental systems. The scales differ appreciably for distances greater than 500 parsecs. Two current programs are reported for the determination of the galactic constants A and B and the precessional constants. One of them which is near to completion consists of a rediscussion of the McCormick and Cape proper motions previously investigated by WILLIAMS and VYSSOTSKY on the system of FK3. New results are presented on N30 and FK4. It is shown that the corrections to the constant of precession derived on the basis of the various proper motion systems are almost identical, provided that the determinations are based on identical parts of the sky and equal systems of weights applied. From the McCormick and Cape material the result for the correction Delta p1 to the constant of lunisolar precession is +1.08''±0.17'' m.e.<=Delta p1<= +1.38''±0.12'' m.e., and the preliminary solution for the galactic constants on the system of FK4 is A=+12.3±2.4(m.e.) km sec-1 kpc-1, B=-7.8±2.4(m.e.) km sec-1 kpc-1, The second program which is not yet completed consists of determinations based on proper motions of fundamental stars at distances larger than 100 parsecs. These are about 500 stars whose proper motions are known strictly in the systems GC, FK3, N30 and FK4. From almost all stars radial velocities are available also. They may serve to establish a distance scale and to study the effects of star streaming. The last section of the paper is devoted to future programs in fundamental astrometry.
