Abstract: Galactic astronomy requires mainly accurate proper motions of stars, referred to a system which represents an inertial system as closely as possible. We discuss the required accuracy, give an outlook on forthcoming reference frames of use for galactic astronomy, and discuss observationally determined upper limits on the rotation of the extragalactic reference frame.
